Establishes a $3 hunting license fee for qualified disabled veterans who are Hawaii residents, compared to the standard $95 fee for other persons.

Defines "qualified disabled veteran" as an honorably discharged veteran with either a 60% or greater service-connected disability rating or loss of use of a lower extremity, who is receiving compensation from the United States.

Includes veterans who have received a Purple Heart from the United States Department of Defense as eligible for the $3 discounted license.

Makes hunting licenses issued to qualified disabled veterans lifetime licenses that expire upon the death of the licensee, rather than the standard June 30 annual expiration date.

Clarifies licensing fee structure by renumbering and reorganizing fee categories to establish separate provisions for disabled veterans while maintaining existing fees for residents, military members, non-residents, seniors, and those with Hansen's disease.
