Requires the Department of Land and Natural Resources to conduct a feasibility study on establishing a noncommercial fishing license program.

Study must examine licensure terms, fees, reporting requirements for fish species and catch amounts, Native Hawaiian traditional gathering, catch limits, area restrictions, and implementation costs.

Department may consult with counties, University of Hawaii, Office of Hawaiian Affairs, and other agencies deemed appropriate.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes.

Appropriates $25,000 from general revenues for fiscal year 2014-2015 to conduct the study, including consultant and professional services, effective July 1, 2014.
