Requires all persons to obtain a license before fishing, taking, or catching saltwater fish for noncommercial purposes.

Authorizes the department to issue licenses through agents upon written application and payment of a fee, with fee amounts to be established by departmental rules.

Establishes a saltwater fish special fund to receive all license fees, with revenues designated to support conservation and resources enforcement officers.

Permits the department to revoke licenses for infractions and prevents revoked licensees from reapplying for one year from the revocation date.

Takes effect on July 1, 2014.
