Establishes guidelines for State conveyance, transfer, or exchange of interests in public land involving historic property listed in or eligible for inclusion in the Hawaii Register of Historic Places.

Requires that any such transaction substantially advance the interests of historic preservation and be protected through reservations, restrictions, covenants, or conditions relating to preservation, access, visitation, operation, maintenance, restoration, and repair.

Mandates that all reservations, restrictions, covenants, or conditions be developed in consultation with the State Historic Preservation Division and reviewed under Hawaii Revised Statutes section 6E-8 and its implementing regulations.

Authorizes the Department of Land and Natural Resources to determine conditions for research affecting historic property and issue permits for such research.

Takes effect upon approval.
