Appropriates $220,000 from general revenues for fiscal year 2014-2015 to the Hawaii Association of Conservation Districts for staffing and operating costs.

Funds are to be expended by the Department of Land and Natural Resources to help districts develop sustainable funding mechanisms.

Addresses loss of oil pollution funding that ended December 31, 2013, which previously supported conservation district services statewide.

Supports the sixteen soil and water conservation districts across Hawaii's major islands in providing county grading permit reviews, conservation plans, erosion control, water quality improvement, and invasive species management.

Effective July 1, 2014.
