Prohibits taking, attempting to take, or possessing aquatic life within two miles of the shoreline on any island with a population between 100 and 500 individuals according to the latest U.S. Census data.

Prohibits fish feeding in state marine waters within two miles of the shoreline on islands meeting the population criteria.

Exempts individuals currently domiciled on the island and individuals accompanied by island residents from the prohibitions.

Authorizes the Department of Land and Natural Resources to adopt administrative rules to implement the restrictions.

Enacted to protect subsistence fisheries and cultural practices of residents on less-populated Hawaiian islands, particularly Niihau, from overfishing by outside visitors.
