Requires all state agencies owning properties within one-half mile of eight proposed Honolulu rail transit stations to enter into memoranda of understanding with each other and establish working groups including the Honolulu authority for rapid transportation.

Directs each working group to submit annual reports to the legislature addressing how rail transit stations will meet workforce housing demand, contribute to transit ridership, and support economic growth and economic diversification.

Establishes a 15-member transit-oriented development advisory committee within the department of business, economic development, and tourism comprising planners, architects, community residents, cultural advisors, and government employees appointed by the mayor, Honolulu authority for rapid transportation, and governor.

Charges the advisory committee with recommending sustainable development projects near transit stations, including considerations for pedestrian connectivity, workforce housing preservation, economic analysis, and public-private partnerships.

Becomes effective July 1, 2050.
