Amends Hawaii Revised Statutes Section 150A-53 to authorize the Department of Agriculture to establish or participate in private-public partnerships to enhance the biosecurity program and quarantine inspection process, including on-port and off-port facilities.

Specifies that actual inspections must be performed only by department employees and not private contractors or their employees.

Allows the department to implement biosecurity objectives using funding from sources other than legislative appropriations, in addition to available appropriations.

Appropriates unspecified general revenue funds for fiscal year 2014-2015 to support seven biosecurity projects including electronic manifest systems, import replacement programs, pest diagnostics development, and quarantine treatment options.

Takes effect July 1, 2050.
