Prohibits the office of the public guardian from filing a petition for its own appointment as guardian of an incapacitated person.

Authorizes the court to grant the public guardian financial management powers over a ward's accounts when no conservatorship is in effect, including requesting financial records and transacting business on accounts.

Specifies that the public guardian's financial powers terminate if a conservatorship is subsequently established for the ward.

Allows petitions for public guardianship to continue being filed by persons, agencies, or facilities responsible for care of individuals who lack capable relatives or friends to serve as guardian.
