Adds seawater air conditioning cooling systems to the list of "eligible business activities" under Hawaii's enterprise zones program.

Allows production of air conditioning from seawater air conditioning cooling systems within designated enterprise zones to qualify for enterprise zone benefits.

Legislation finds that seawater air conditioning systems reduce Hawaii's dependence on imported oil and generate construction spending and long-term employment.

Effective date of July 1, 2050.
