Appropriates and authorizes funds for collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (14) for fiscal biennium 2013-2015, with funding from general, special, federal, and other funds.

Appropriates funds for salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for excluded state officers and employees in the same compensation plans as unit (14) members for fiscal biennium 2013-2015.

Appropriates general funds for Hawaii employer-union health benefits trust fund costs for unit (14) members and for excluded executive branch employees for fiscal biennium 2013-2015.

Requires the director of finance to allot appropriated funds to respective state departments for expenditure in their fiscal years.

Takes effect retroactively to July 1, 2013, with any unencumbered funds lapsing on June 30, 2014, and June 30, 2015.
