Amends the definition of "overtime compensation" to require payment of not less than 1.5 times the basic hourly rate plus fringe benefits for hours worked on Saturdays, Sundays, legal holidays, or in excess of 8 hours on other days on public works projects.

Specifies that if the prevailing wage is determined by a collective bargaining agreement, overtime and other premium rates must match the rates set in that agreement.

Clarifies that overtime rates for work on public works must follow collective bargaining agreement rates when the basic hourly rate is based on such an agreement.

Updates the contractors license board bond requirements to reference the general definition of wages in section 104-1 rather than a specific subsection.

Effective date: July 1, 2030.
