Requires the state auditor to review civil service exemption processes under Hawaii Revised Statutes sections 46-33, 76-16, and 76-77 to ensure exemptions are used appropriately and only in extraordinary circumstances

Directs the state auditor to determine why state and county departments have used the civil service exemption process

Directs the state auditor to recommend modifications to streamline job position descriptions within state and county departments to accurately reflect employee duties

Requires the state auditor to submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2015 regular legislative session

Takes effect July 1, 2014
