Amends Hawaii Revised Statutes Section 302D-26(b) to expand charter school employee benefits to include sick leave, vacation, and leave sharing programs previously not explicitly listed.

Requires charter school employees to receive all additional support and incentives offered by the Department of Education, including hard-to-staff incentives, national board certification incentives, special education teacher incentives, probation completion bonuses, and teacher licensing fee reimbursements.

Mandates charter school employees receive benefits consistent with any supplemental agreements entered into pursuant to Section 302D-25, ensuring parity with public school employee agreements.

Requires the Department of Education and State Public Charter School Commission to identify all incentives and bonuses provided to public school and charter school employees and submit findings with funding recommendations to the legislature by January 2015.

Appropriates general revenue funds for fiscal year 2014-2015 to provide additional benefits, support, and incentives to charter school employees, effective July 1, 2014.
