Requires the director of labor and industrial relations to update the workers' compensation medical fee schedule annually instead of every three years.

Authorizes the director to establish a maximum allowable fee ceiling higher than 110% of Medicare Resource Based Relative Value Scale fees for evaluation and management medical services.

Directs the director to submit a report to the legislature analyzing the Act's impact on workers' compensation claimants' access to appropriate treatment before the repeal date.

Appropriates funds for fiscal year 2014-2015 to prepare the required impact analysis report and to establish two full-time equivalent positions: one research statistician III and one office assistant IV.

Sunsets June 30, 2019, with section 386-21(c), Hawaii Revised Statutes, reverting to its form as of June 30, 2014; effective July 1, 2050.
