Allows state and county employers to conduct criminal history record checks on employees, prospective employees, volunteers, and contractors in positions involving contact with children or vulnerable adults without requiring a conditional job offer first.

Expands criminal history check authority to include positions requiring unescorted access to secured areas at traffic management centers and positions involving handling or use of firearms for non-law enforcement purposes.

Permits criminal history checks for information technology personnel whose positions provide access to proprietary, confidential, or sensitive information.

Adds four new categories (items 37-40) to Hawaii Revised Statutes section 846-2.7(b) that authorize criminal history record checks for state and county employees and contractors in these expanded roles.

Takes effect upon approval.
