• Establishes the Wage and Hour for Public Works Projects Special Fund within the state treasury to fund enforcement of Hawaii's wage and hour law on public construction projects.

• Requires state departments receiving capital improvement appropriations to transfer 0.01 percent of construction-related funds into the special fund, excluding the Department of Transportation's airports division.

• Authorizes the Department of Labor and Industrial Relations to use special fund moneys for enforcing Chapter 104 (wage and hour laws), including hiring and training personnel.

• Creates two permanent full-time labor law enforcement specialist IV positions in DLIR's wage standards division to enforce wage and hour provisions for public works employees.

• Requires DLIR to provide annual status reports to the legislature detailing deposits, expenditures, participating departments, and other special fund activities; effective July 1, 2030.
