Limits proposals in final positions during collective bargaining arbitration to those specific proposals that were submitted in writing to the other party and were subjects of bargaining up to the time of impasse.

Grants the arbitration panel authority to determine whether final positions submitted by parties are compliant with statutory requirements and which proposals may be considered for inclusion in the final agreement.

Applies to impasse resolution for 13 specified bargaining units including supervisory and nonsupervisory employees, nurses, police officers, firefighters, and state law enforcement officers.

Takes effect on July 1, 2014.
