Requires the College of Tropical Agriculture and Human Resources at the University of Hawaii at Manoa to develop and implement a pilot on-farm training program for mentors using skilled farmers as instructors and mentors.

Pilot program shall provide statewide and site-specific training on soil health improvement using whole system practices, including Korean natural farming and locally available organic amendments and ecological processes.

Mandates curriculum instruction on farming techniques using local organic inputs, indigenous microorganism sources, nutrient recycling, and optional instruction on farm management, animal husbandry, crop management, pest management, and beneficial insect breeding.

Requires skilled farmers participating as instructors or mentors to receive appropriate compensation as determined by the college and allowed by University of Hawaii fiscal and personnel regulations.

College must submit a report to the legislature no later than twenty days prior to the 2015 regular session with findings, recommendations, future plans, and funding requirements for the program.
