HB1991 Summary

• Exempts governmental bodies from Hawaii Public Procurement Code requirements when procuring fresh meat, produce, animals, and plants for use by any governmental body.

• Repeals section 103D-104.5 of Hawaii Revised Statutes, which previously required agricultural products (fresh meats, produce, animals, and plants) to be subject to procurement code requirements.

• Renumbers existing exemptions in section 103D-102(b) to accommodate the new agricultural products exemption as subsection (2).

• Effective July 1, 2030, with the bill automatically repealing on June 30, 2024, and prior law being reenacted unless further legislative action is taken.
