Establishes a cottage food operation program in Hawaii allowing individuals to produce non-potentially hazardous foods in home kitchens for sale to consumers, with a maximum of one full-time equivalent employee and $50,000 in annual gross sales.

Creates two classes of cottage food operations: Class A operations may only engage in direct sales and require registration with a self-certification checklist; Class B operations may engage in both direct and indirect sales and require department permits plus initial inspection.

Designates cottage food operations as permitted residential uses in all residentially zoned areas without requiring conditional use permits, variances, or special exceptions.

Requires all cottage food products to be labeled with "Made in a Home Kitchen," ingredient lists, allergen information if applicable, and producer contact information; limits approved products to non-potentially hazardous foods including baked goods, candy, dried fruits, jams, nuts, and similar items.

Exempts Class A operations from routine inspections but allows department inspections of either class if consumer complaints are filed; requires food safety training within four months of registration or permitting.
