Authorizes the issuance of general obligation bonds for completion of the Maui Food Innovation Center at the University of Hawaii Maui College, with the specific bond amount left blank in the legislation.

Directs appropriated funds toward renovation and equipment for a value-added food production and business incubation facility in the former campus cafeteria kitchen (Pilina building, No. 2232) in Kahului, Maui.

Establishes that the center will provide access to research and development, food business planning, market research, quality assurance, food safety, and product development services to farmers, ranchers, fishers, agricultural cooperatives, food entrepreneurs, and food service establishments in Maui County.

Allows appropriated funds to remain available beyond the fiscal biennium, with any unencumbered moneys lapsing on June 30, 2016.

Takes effect July 1, 2525 (note: this effective date appears to be a drafting error, as it is centuries in the future).
