Establishes the Legislative Utility Review Task Force to review franchises held by investor-owned electric public utilities and ensure adequate service to the public.

Task force composition includes chairs and vice chairs of four standing committees: senate and house energy/environment committees and senate and house commerce/consumer protection committees.

Task force shall evaluate investor-owned utilities' role in the state, effectiveness in reducing high electric rates, grid modernization strategies, and the regulatory compact in light of industry changes.

Task force powers are limited to legislative review and recommendation and shall not duplicate the Public Utilities Commission's powers under Hawaii Revised Statutes chapter 269.

Effective date is July 1, 2030.
