Establishes a full-time Hawaii cybersecurity, economic, education, and infrastructure security coordinator position within the state department of defense to oversee cybersecurity and cyber resiliency matters.

Coordinator shall be selected by the state adjutant general based on recommendations from partnering agencies, departments, and private entities including the Hawaii fusion center, cyber resiliency center, federal and state agencies, counties, higher education institutions, and critical infrastructure sectors.

Coordinator shall develop requirements and methods to improve cyber resiliency, critical infrastructure protection, cybersecurity growth, identify funding opportunities, establish information-sharing partnerships, and expand cybersecurity workforce education.

Coordinator must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days prior to the 2015 regular session.

Appropriates $200,000 from general revenues for fiscal year 2014-2015 to cover the coordinator's salary and operating expenses, effective July 1, 2014.
