Requires state departments responsible for design and construction of public buildings, facilities, and schools to ensure all newly-constructed facilities are designed and built to obtain LEED certification according to at least one LEED rating system.

Mandates that upon completion of a newly constructed public building, facility, or school, the responsible state department shall apply for and obtain LEED certification.

Requires state departments to take all necessary steps to achieve LEED certification if certification is not initially granted.

Defines "LEED" as Leadership in Energy and Environmental Design, the rating system developed by the United States Green Building Council for environmentally responsible and resource-efficient building design, construction, operation, and maintenance.

Takes effect upon approval.
