Prohibits homeowners associations, community associations, and other private entities from preventing homeowners from purchasing and installing ENERGY STAR products on single-family residential dwellings or townhouses they own.

Voids any covenant, declaration, bylaw, deed, lease, or contract provision that restricts or prevents the use of ENERGY STAR products on residential properties.

Allows private entities to adopt reasonable placement and use standards for ENERGY STAR products, provided such standards do not prohibit the products altogether.

Prohibits private entities from assessing or charging homeowners any fees for using ENERGY STAR products.

Takes effect upon approval and applies specifically to cool roofing technology and other ENERGY STAR certified energy-saving products recognized for reducing utility costs.
