Removes the requirement that the Director of Health appoint the Alzheimer's disease and related dementia services coordinator in accordance with civil service chapters 76 and 89.

Establishes an elder justice coordinator position within the executive office on aging to prevent senior abuse and fraud, with duties including promoting collaborative elder justice programs, improving identification and response to elder abuse, raising public awareness, and establishing a clearinghouse for best practices.

Appropriates funds for fiscal year 2014-2015 for the Alzheimer's disease and related dementia services coordinator position, the elder justice coordinator position, grants to senior centers (Lanakila multi-purpose senior center, Kapahulu Center, Moiliili senior center, and Waikiki Community Center), and elder financial exploitation awareness and education programs.

Effective date is July 1, 2050.
