Establishes a four-year irrigation water conservation best management practices pilot program under the Department of Accounting and General Services at ten capital district buildings.

Requires completion of minimum four landscape irrigation projects covering 25,000 square feet using best management practices established by the Landscape Industry Council of Hawaii.

Defines best management practices for maintenance including seasonal timing adjustments, lawn aeration, mulch use, drought-tolerant plants, taller grass growth, and nighttime watering schedules.

Defines best management practices for new installations or major renovations including climate-based controllers, flow sensors, drip irrigation, low-impact development stormwater methods, and qualified irrigation designers.

Department must report results to the legislature no later than twenty days before the 2019 regular session, including information on training, installation measures, and water savings measured in gallons; appropriation required for fiscal year 2014-2015.
