Expands tuition assistance eligibility for Hawaii National Guard members from company grade officers (O-1 through O-3) to officers grade O-1 through O-5, including enlisted persons and warrant officers.

Broadens eligible educational institutions from University of Hawaii campuses only to any accredited post-secondary institution authorized by the State pursuant to chapter 305J.

Changes eligibility from undergraduate students only to all students working toward a degree at eligible institutions.

Establishes priority consideration for funding: students pursuing associate or undergraduate degrees receive priority, and enlisted persons and warrant officers receive priority within each category.

Appropriates funds from general revenues for fiscal year 2014-2015 to the Department of Defense for the tuition assistance program, effective July 1, 2050.
