Prohibits smoking, tobacco use, and electronic smoking devices on all University of Hawaii premises, including indoor and outdoor areas within property boundary lines.

Requires the University of Hawaii to display clearly legible signs at all entrances and conspicuous outdoor locations stating that "smoking, including smoking of electronic smoking devices, and tobacco use are prohibited by law."

Excludes the prohibition from chapter 328J and collective bargaining under Hawaii Revised Statutes section 89-9(d), making it a non-negotiable employer right.

Allows mere possession or storage of cigarettes, tobacco products, or electronic smoking devices for use outside University of Hawaii premises without violating the prohibition.

Takes effect upon approval and applies to all facilities owned or operated by the University of Hawaii within the State.
