Amends Hawaii Revised Statutes § 708-831 to establish theft of any computer capable of storing or retrieving personal information as a second-degree felony offense.

Defines "computer" using the same meaning as in § 708-890 and "personal information" using the same meaning as in § 487D-1.

Applies to theft of personal electronic devices regardless of value, adding this as a new subsection (f) to the existing theft in the second degree statute.

Effective date is July 1, 2030.
