Establishes the definition of "farmers' market operator" as any person or entity who owns, operates, or organizes an outdoor market and represents it as a farmers' market.

Subjects farmers' market operators who fail to maintain the 50% local agriculture threshold to administrative penalties under existing law.

Allows the Department of Agriculture to investigate complaints against farmers' market operators regarding compliance with local product requirements.
