Expands physicians authorized to certify medical marijuana patients beyond primary care physicians to include board certified pain specialist physicians, oncologists, ophthalmologists, and board certified palliative care physicians.

Defines "primary care physician" as a licensed physician practicing internal medicine, family practice, or pediatrics who is designated by the patient as a primary care physician to their insurance provider.

Requires all written certifications to include patient name, address, patient identification number, and location where marijuana will be grown, with forms adopted by the Department of Health.

Honors all current active medical marijuana permits through their expiration date.

Takes effect on January 2, 2015.
