Extends the repeal date of Act 21, Special Session Laws of Hawaii 2009, from June 30, 2014 to June 30, 2019, keeping the home care agency licensing requirement in effect for five additional years.

Appropriates $150,000 from general revenues for fiscal year 2014-2015 to establish one full-time equivalent permanent position in the Department of Health to administer home care agency licensing.

Requires the Department of Health to request continued funding for the home care licensing position in its annual budget requests beginning in fiscal year 2015-2016.

Specifies that the new position shall not be funded by the Office of Health Care Assurance special fund established under Hawaii Revised Statutes section 321-1.4.

Takes effect on June 29, 2014, with the appropriation effective July 1, 2014.
