Authorizes advanced practice registered nurses (APRNs) to certify disability for real property tax exemptions, previously limited to physicians and osteopathic physicians under HRS 246-31.

Allows APRNs to sign medical certifications for driver's license renewals by mail and physical examination requirements, expanding beyond physicians and physician assistants under HRS 286-107.

Grants APRNs authority to sign all health care-related documents within their scope of practice, including workers' compensation forms, department verification forms, and physical examination forms under HRS 457-8.8.

Includes APRNs alongside physicians and physician assistants in multiple statutes relating to seat belt exemptions, immunization exemptions, disability parking permits, swimming pool flotation devices, and jury duty disqualifications.

Amends insurance code provisions (HRS 431:13-103, 432E-36, 435E-41) to recognize APRNs' authority to certify medical necessity and conditions in health insurance claim and appeal processes.
