Designates the aha moku advisory committee as a permanent entity within the Department of Land and Natural Resources, replacing its temporary status established by Act 288 of 2012.

Requires the committee to hire an executive director who must be of Native Hawaiian ancestry with generational knowledge of the aha moku system and is exempt from civil service requirements.

Mandates the executive director be included in all Board of Land and Natural Resources matters pertaining to natural resources as defined in section 6K-8.5.

Requires the committee to submit a progress report to the legislature in English and Hawaiian within 20 days after the close of each fiscal year.

Appropriates funds from general revenues for fiscal year 2014-2015 for the committee's administrative and operational expenses, effective July 1, 2020.
