Requires the Department of Hawaiian Home Lands to develop a comprehensive plan to provide water infrastructure and access for Hawaiian homestead lands by the 2015 legislative session.

Plan must include an inventory of projects and lands needing water development and a priority list specifying the order in which water and infrastructure will be provided.

Specifies that plan development cannot delay the provision of water, placement of qualified applicants on homestead land, or other actions necessary for residential, agricultural, or pastoral development projects.

Acknowledges the department's fiduciary duty under the Hawaiian Homes Commission Act of 1920 to fulfill the trust's purpose of providing native Hawaiians with viable homestead land.

Addresses the longstanding barrier of inadequate water infrastructure that has left more than forty thousand applications pending on waiting lists, sometimes for decades.
