Amends Hawaii Revised Statutes Section 6E-3 to require the Department of Land and Natural Resources to establish a standardized fee schedule for historic preservation services and projects.

Requires the department to post the standardized fee schedule in a conspicuous place at the division's office and on its website.

Exempts the establishment of the standardized fee schedule from the rulemaking requirements under Chapter 91 of Hawaii Revised Statutes.

Maintains that collected fees, fines, income, and penalties must not exceed the annual operating costs of the comprehensive historic preservation program.

Takes effect upon approval of the Act.
