HI HB2124

Directs the Department of Business, Economic Development, and Tourism, in consultation with the Department of Agriculture, to convene a temporary working group to develop a plan for legalizing marijuana cultivation for export purposes only.

Requires the working group to include representatives from agriculture, health, transportation, taxation, public safety, University of Hawaii, housing authorities, and care home operators.

Mandates the working group develop rules governing marijuana cultivation for export, production of associated products, and transport, with projections of annual production capacity and anticipated revenue.

Requires equal revenue allocation among four entities: Department of Education for mandatory pre-school funding, Department of Health for elderly and disabled care payments, Hawaii Public Housing Authority for state-owned public housing construction, and Hawaii Housing Finance and Development Corporation for affordable housing construction.

Requires the working group to submit its final plan to the legislature no later than twenty days before the 2015 regular legislative session convenes.
