Requires the House of Representatives to establish rules for a pilot videoconferencing program enabling County of Hawaii residents to provide live oral testimony at legislative committee hearings via audio or audiovisual technology.

Directs the House to coordinate with County of Hawaii to identify existing facilities with audio and audiovisual capabilities that could be used for remote testimony.

Mandates consultation with the Chief Information Officer to ensure technology meets state network requirements, follows best practices, supports multiple platforms, and receives adequate resources.

Requires consultation with the Disability and Communication Access Board to ensure compliance with Americans with Disabilities Act requirements.

Appropriates funds from general revenues for fiscal year 2014-2015 to implement the audio/audiovisual systems; pilot program effective July 1, 2014 and sunsets June 30, 2016.
