Appropriates $16,500,000 in general revenues for fiscal year 2014-2015 to the University of Hawaii for the Manoa Learning Exchange capital improvement project.

Funds breakdown: $1,100,000 for plans, $1,500,000 for design, $12,700,000 for construction, and $1,200,000 for equipment.

Project involves designing and building the Manoa Learning Exchange on existing University of Hawaii land.

University of Hawaii is directed to expend the appropriated sum for the purposes of this Act.

Effective date is July 1, 2014.
