Requires each chamber of the legislature to establish rules by January 1, 2016 allowing neighbor island residents to remotely present oral testimony at legislative committee hearings via audiovisual technology.

Establishes a pilot program for the House of Representatives during the 2015 regular session to enable Maui County residents to present live oral testimony remotely at committee hearings held at the state capitol.

Directs the House to coordinate with Maui County officials to identify existing facilities with audio or audiovisual capabilities for remote testimony locations.

Requires the House to consult with the state's chief information officer to ensure the technology meets network requirements, follows best practices, supports multiple platforms, and receives adequate resources.

Appropriates funds from general revenues for fiscal year 2014-2015 to implement the videoconferencing pilot program, with expenditures managed by the clerk of the House of Representatives.
