Authorizes county council members to attend meetings hosted by boards or community groups as guests, where any number of council members may attend without meeting quorum requirements or accepting oral testimony.

Requires notice of limited meetings to be provided per Hawaii Revised Statutes section 92-7, identifying the host board or community group, though an agenda is not required.

Restricts limited meetings to no more than one per month per board or community group, prohibits them outside Hawaii, and requires they not circumvent the purpose of Hawaii's sunshine law.

Mandates videotaping of all limited meetings (unless waived by the director of the office of information practices) with videotapes made available at the next regular meeting, and prohibits council members from making decisions at these meetings.

Sunsets on June 30, 2016, when the amended section of Hawaii Revised Statutes shall be repealed and the law reverted to its previous form.
