Increases the mileage reimbursement fee for process servers from 40 cents to 60 cents per mile for travel necessary to serve summonses and subpoenas.

Rationale: Gasoline prices in Hawaii have risen from less than $2 per gallon in 2001 to more than $4 per gallon, significantly increasing the cost of service delivery.

Applies to all necessary travel by sheriffs, deputy sheriffs, police officers, and other court-authorized process servers when making service.

Maintains existing exceptions: no allowance when using state-furnished vehicles, no charging multiple times when serving multiple persons on one trip, and priority use of inter-island servers to minimize fees.

Takes effect upon approval.
