Appropriates $500,000 from general revenues of Hawaii for fiscal year 2014-2015 to the Pacific International Space Center for Exploration Systems for administrative tasks and five planetary surface systems initiatives.

Funds basaltic-based construction materials research including three-dimensional printing and fabrication of parts using Hawaii's basalt resources as an alternative to cement imports.

Supports development of in-situ resource utilization technologies to extract oxygen from basalts, produce hydrogen fuel, and test integrated extraction systems using a planetary rover.

Provides infrastructure improvements to the planetary analog test site on the island of Hawaii to enable technology testing and validation for lunar and Mars missions.

Funds secondary school lunar surface flight experiment partnership with NASA Kennedy Space Center and NanoRacks to develop and test dust-removal technology for a 2015 Google Lunar XPrize mission; international robotics mining competition coordination for summer 2014.
