Changes the Director of Health's authority regarding greenhouse gas emission rules from "shall" to "may," making rule adoption discretionary rather than mandatory.

Removes the December 31, 2011 deadline for adopting rules and the January 1, 2012 operative date, allowing rules to be adopted at any time.

Allows the director to establish greenhouse gas emission limits for sources or categories of sources to be achieved by January 1, 2020, and to require reporting and verification of statewide emissions.

Permits the director to revise previously adopted rules and adopt additional rules to further greenhouse gas emission reduction efforts based on feasibility and recommendations from relevant work plans.
