Authorizes the Office of Hawaiian Affairs to conduct a financial review of the State's compliance with Section 5 of Act 178, Session Laws of Hawaii 2006, which requires annual accounting of revenues from public trust lands.

Requires the Department of Land and Natural Resources, Department of Budget and Finance, and other state departments managing public lands to fully cooperate with the Office of Hawaiian Affairs and respond to review requests within 30 days.

Mandates that reviewed departments provide records and information identifying gross revenue amounts, transfers to the Office of Hawaiian Affairs, amounts retained by the State, receiving accounts or funds, specific land parcels generating revenue, and receiving state agencies.

Requires the Office of Hawaiian Affairs to fund the financial review itself and submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2015 regular session convenes.

Takes effect upon approval.
