Amends custody standards to require courts to consider frequent, continuing, and meaningful contact between the child and each parent unless one or both parents are unable to act in the child's best interests.

Changes custody consideration from discretionary ("may") to mandatory ("shall") regarding parental contact, strengthening the presumption favoring both parents' involvement.

Adds two new factors for spousal support determinations: any necessary reduction in employment due to dependent children's needs and wasting of assets by a parent.

Establishes a rebuttable presumption that any value given for a joint investment or asset in property division is a joint gift, excluding inheritance assets.

Applies to all pending and future custody and family law proceedings, with no effect on rights and duties that matured before the Act's effective date.
