Eliminates the requirement that construction bids for public works projects list the names and work scope of joint contractors and subcontractors in the competitive sealed bidding process.

Addresses delays and cost increases in public works projects caused by bid protests over subcontractor listing and licensing issues, which cost the State over $2.6 million in fiscal year 2013 alone.

Removes the exception allowing bids without subcontractor listings only when the work value is one percent or less of the total bid amount.

Aligns Hawaii's procurement requirements with federal practices, which do not require subcontractor listings or contractor licenses for federal construction work.

Takes effect upon approval.
