Amends Hawaii Revised Statutes Section 46-4 to allow counties to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in areas of any zoning classification.

Extends amortization provisions previously limited to commercial, industrial, resort, and apartment zones to apply to single-family transient vacation rentals across all zoning classifications.

Maintains existing protections that prevent amortization or phasing out of nonconforming uses in residential (single-family or duplex) or agricultural uses.

Takes effect upon approval.
